From 1 November 2015, NZ employers can approach Work and Income for help finding New Zealanders to fill vacancies before supporting a migrant’s Essential Skills work visa application. The employer will be given a Skills Match Report if they decide to support a migrant’s Essential Skills work visa application. Skills Match Reports are available on a voluntary basis from 1 November 2015.

From March 2016, it will be mandatory for all low-skilled Essential Skills work visa applications to include a Skills Match Report at the time they are lodged with INZ. Low-skilled occupations are those at skill level 4 or 5 of the Australian and New Zealand Standard Classification of Occupations (ANZSCO).

Basically, INZ needs to determine that suitable New Zealand job seekers have had an opportunity to apply for the job, which in the case of low-skilled roles means INZ needs to see that:

  • the employer has made genuine attempts to recruit New Zealanders (for example, by advertising) and
  • Work and Income have provided advice about the availability of suitable New Zealanders (the Skills Match Report).
